Social protection in countries of the southern and eastern Mediterranean. Current situation and future prospects

Social security systems are the product of historical developments and are borne out of a social agreement. At the same time, they are never truly 'complete', but are constantly improving and evolving. However, they often also suffer tensions between their own social objectives and financial constraints. These characteristics are reflected in the five social security systems (of Algeria, Morocco, Tunisia, Egypt and Jordan) that feature in this study, which is a kind of a White Paper. But this study is not designed to be a purely academic exercise, vital though such an undertaking might be. It also sets out to take a 'militant' approach reflecting what triggered it, i.e. a collective effort that began in Madrid in June 2002 and was subsequently discussed and amended in Barcelona in March 2003.
